ESL Literacy Coordinator

 

Position Title: ESL Literacy Coordinator
Job Type: Part time – 20 hours/week
Reports to: Director of Suffolk Public Library 


Job Summary:
Under limited supervision, serves as coordinator and supervisor of the development, implementation
and coordination of literacy services for adults. This includes initial interview/assessment of all new
learners, providing individual and small group instruction and tutoring, development and delivery of
tutor training workshops, and matching trained tutors with students. Ensures tutors have needed
resources for tutoring. Provides follow-up with learners to determine completion of goals.  Responsible
for planning, coordinating, and evaluating the assigned area and ensures that all services are in
alignment with the council's strategic goals and are implemented effectively.  Responsible for
supervising, training, and evaluating tutors and volunteers, establishing standards for services and
resources, researching and formulating long range goals, developing guidelines and procedures, and
planning and evaluating programs, services, and goals.

Primary Responsibilities:
Conducts and coordinates the administration of the appropriate assessments to the learners and makes
placement according to their goals and needs. 


Establishes ESOL classes. 


Recommends curriculum for learners and tutors. 


Conducts re-assessments on appropriate time table. 


Works closely with community agencies to identify learner needs and demands. 


Primary contact/advocate for learners and tutors. 


Identifies convenient community locations for tutoring sessions and partners with other agencies to
establish new sites. 


Provides follow up services to outside referring agencies. 


Assists with learner and volunteer recognition. 


Assists with volunteer recruitment as needed. 


Coordinates and supervises the operations of the Council. 


Hires, trains, supervises, and evaluates volunteers and tutors n the work to be performed and ensures
compliance with policies and procedures.   

Performs administrative duties such as preparing and analyzing statistical reports, performing outreach,
monitoring discretionary spending of a limited budget, and delivering programs and events.   


Prepares statistical and financial reports for levels of service, attendance, transactions, etc.  Prepares
and produces financial/budgetary reports monthly. 


Maintains, selects, assigns, and develops resources based on needs and interests. 


Receives, reviews, and responds to complaints. 


Attends or conducts staff meetings to exchange information; attends in-service training and/or
professional classes, seminars, or conferences to further develop professional skills. 


May supervise, monitor and evaluate the operations and staff of the council and assist in the planning
and implementation of literacy services in alignment with organizational vision, mission, values, and
goals.   


May prepare and schedule staff for adequate staffing to provide quality customer service; document
and prepare quarterly and annual employee performance feedback to encourage, counsel, discipline
and set goals for literacy staff/volunteers/tutors; identify training needs and opportunities and develop
training programs to provide staff with the skills to deliver quality service; contribute to staff meeting
agendas and lead discussions to explore continued improvement opportunities, solicit feedback,
promote teamwork and provide training; and lead or participate in a team process to develop criteria to
interview, evaluate, and select candidates in order to hire the best applicants. 


May respond to internal and external customers in crisis by identifying concerns or complaints by using
independent judgment, discretion, and negotiation skills to determine appropriate resolution. 


May identify and analyze building maintenance and equipment problems to determine course of action
or solution to ensure safety, security, and comfort of internal and external customers. 


May document accident, personnel, and incident reports to comply with City, State, and Federal
guidelines. 


May lead, facilitate, and participate on teams to develop strategic plans, resolve problems, and improve
current processes. 


May create, develop, and produce professional marketing items in all formats to promote classes and
events. 


May plan, develop and maintain the Council’s web sites. 


May monitor, evaluate, and coordinate the integration of new technologies into literacy services. 


May provide timely and efficient technology support on a variety of technological equipment and
resources. 


May learn, understand and incorporate emerging technology trends to predict the direction of change
and design responsive literacy services and programs. 


May develop and provide training for staff and the community on new technologies and coordinate
technology training. 


May develop and implement a comprehensive staff/volunteer/tutor development and training program.

May utilize tools to conduct staff assessments; develop individual and/or group strategies; and analyze
data to determine department current and future needs. 


May design and conduct training needs assessments; and design, monitor and analyze surveys. 


May develop strategies to meet training needs; and develop short and long-range plans and objectives
for training and staff/volunteer/tutor development programs. 


May plan, develop and conduct training to a diverse group and develop training objectives and monitor
learning. 


May identify regional and national training resources. 


May maintain current knowledge of trends, policies, methods and technologies in the literacy field. 


May assist with fund raising, memberships, grants, and sponsorships. 


May develop fund-raising programs including annual giving, planned giving, estate planning, and major
gifts to raise the contributed income for the Council; and plan and develop general, corporate and
philanthropic membership programs to reach the target number of prospective members. 


May organize donor/member recognition and fund-raising events. 


May conduct strategic planning for the Council.  


May coordinate donor and membership records. 


May coordinate community engagement.


May coordinate with outside entities to deliver literacy services in the community. 


May provide quality classes and events in the community. 


Performs related work as required. 


Qualifications:
A combination of higher education and/or experience equivalent to 7 years, 3 of which must have been
in the literacy field, an educational setting, or closely related field and 1 -2 of which contained
supervisory responsibilities; or any equivalent combination of training and experience which provides
the required skills, knowledge and abilities.   


The candidate should have demonstrated creativity, self-motivation, enthusiasm, and excellent listening
skills. 


Must obtain certifications as a tutor trainer and be certified to administer basic testing and assessment
protocols within 6 months of hire.   


Bilingual and able to read, write and speak Spanish proficiently. 


Requires a valid driver’s license.
 

Physical Requirements:
Must be physically able to operate a variety of machinery and equipment including office equipment
such as computers, printers, computer networks, calculators, cash registers, security systems,
microfiche reader and printer, etc.  Must be able to exert up to 200 pounds of force occasionally, and/or
up to 50 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  
Physical demand requirements are those for Light Work.  Light Work usually requires walking or
standing to a significant degree.  However, if the use of arm and/or leg controls requires exertion of
forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for
Light Work. the ability to coordinate hands and eyes rapidly and accurately in using automated office
equipment. Requires the ability to handle a variety of items, office equipment, control knobs, switches,
etc.  Must have minimal levels of eye/hand/foot coordination. Requires the ability to differentiate
between colors and shades of color. Requires the ability to talk and/or hear.
